Leif Jason invited me recently to offer an educational post about 3rd Party Advertisers as defined by Elections BC. I’ve discusses this with some of the 3PAs I know and reviewed the resources online. As a person who is new to this subject, I share your interest in answering this question properly and I acknowledge Elections BC for having a concise and readable webpage on 3PAs.
In particular, I recommend reviewing the list of registered 3PAs for the 2022 elections because I’m sure you will recognize several organizations. I also recommend visiting the key resource links and near the bottom of the page the link to the history of 3PAs in BC.
The short answer is that a 3PA can be an organization or individual that must be registered with Elections BC, and must follow the rules set by Elections BC, including funding and expense limits.
If a 3PA is a registered society in BC, which many are, that society of course is governed by the BC Societies Act as well, which is beyond the scope of this post, but is important.
The net effect of the above resources is that since 2014 these rules brought the wild west history of unlimited campaign financing schemes to an end, which also helps keep 3PA activities local and grassroots.
